From paleolithic, to ancient times, to present day, the Montenegrin territory has been a ground where numerous cultures and interests intersected, mingled and opposed one another. The continuity of living in these parts is evidenced by numerous archaeological sites from Illyrian, Roman, Slavic, Venetian and Turkish periods as well as from the times of the Montenegrin state. The region, and Ulcinj in particular is an are that literally was where East met West, over a millenia.

It is a good time for regional and national political considerations in Montenegro, and continuing improvement in this area should propel the continuing economic development of the region.

Montenegro became an independent nation on June 3, 2006, as a result of a referendum on independence held on May 21, 2006. Independence become possible due to events set in motion back in 2002. In 2002, the Serbian and Montenegrin components of Yugoslavia began negotiations to forge a looser relationship. In February 2003 lawmakers restructured the country into a loose federation of two republics called Serbia and Montenegro.

The Constitutional Charter of Serbia and Montenegro included a provision that allowed either republic to hold a referendum after three years that would allow for their independence from the state union. In the spring of 2006, Montenegro took advantage of the provision to undertake a successful independence vote on May 21 enabling it to secede on June 3, 2006.

The independent Center for Monitoring announced that 55.5 percent of Montenegro voters favored independence, meeting the 55 percent approval threshold set by the European Union. The State Electoral Commission said that 88 percent of Montenegro's 485,000 voters cast ballots in the independence referendum.

Beyond the achievement of independence, the stability and calm enjoyed recently in the region is fostering great confidence for the future.
