Budva is a popular tourism destination among visitors to Montenegro, akin to the role of Waikiki in Hawaii's tourism industry. During the 1990's, urban development of Budva occured without a community urban plan in place, creating a dense built environment featuring narrows streets and cul-de-sacs. The lack of planning has created major traffic jams during summer season.
Despite its problems, Budva is worth a daytrip to enjoy the old town, shops, and restaurants.
